Delegation of the European Commission in India is also accredited to Bhutan, Nepal, Sri Lanka and the Maldives.

Like other accredited foreign diplomatic missions, the Delegation represents the European Commission vis-à-vis the Government of India. In parallel with the Indian mission in Brussels, it seeks to ensure a smooth and accurate flow of information between the European Commission and Indian authorities. Being in charge of the EU's common commercial policy, the European Commission represents the EU at the WTO and other international trade fora. In this respect, the Delegation maintains an important policy dialogue with the host country. It is particularly relevant to India since the EU is the India's largest trade and investment partner.


The Delegation participates with the missions of the Member States in New Delhi on all matters falling under the ambit of the Common Foreign and Security Policy (CFSP). It participates in all 'Troika' and other EU diplomatic initiatives and contacts with India. It also informs and assists the European Parliament and other European institutions (e.g. Economic and Social Committee, Committee of Regions) in their relations with India.


The Delegation is equally responsible for overseeing implementation of the EU-India Cooperation Agreement on Partnership and Development (1994) as well as the Agenda for Action of the EU-India Summits held at Lisbon (2000), New Delhi (2001) and Copenhagen (2002). In particular, it manages the whole range of economic and development co-operation programmes supported by the EU in India (education, health, environment, trade and investment facilitation, Civil Society and NGO - related projects, etc.). Since 2002, the Delegation's role has been substantially enhanced due to 'deconcentration' whereby the management of external aid has been devolved from the headquarters to the Delegations. The Delegation therefore works closely with Union, State and local authorities, apex bodies, NGOs, and all relevant Indian partners.


Informing about the EU's role in world affairs and highlighting the developments of bilateral relations to Indian policy makers and opinion formers are key tasks of the Delegation. This requires close contacts with the government, trade and industry, media, academia, NGOs and civil society.

Indian Council of Forestry Research & Education

In 1986 the Government of India reorganized the structure of forestry research in India and created a body named Indian Council of Forestry Research and Education (ICFRE), which was subsequently granted autonomy in 1991. Indian Council of Forestry Research & Education (ICFRE) is the apex body in the national forestry research and education system. The organization and its regional institutes are striving for the holistic development of forestry research at national level.

The mandate of the organization includes planning, promoting, conducting and coordinating research, education and extension on all aspects of forestry for ensuring scientific management of forests, improvement in forest productivity through genetic and biotechnological researches, bioremediation of degraded land, efficient utilization of forest products, conservation of biodiversity and integrated management of pests & diseases of forests. The ICFRE regional institutes cater to the forestry research problems of the state Forest Departments as well as those of other institutions on priority basis. Promoting new programmes for the sustainable management of tropical forests is also a part of the overall objective of the council. ICFRE is the lead organization for this project.

JOANNEUM RESEARCH

(JR) with approximately 345 employees and 18 research units is Austria's second largest independent research organization with a non-profit character and is owned by the state of Styria. As a partner in innovation for business enterprises and political decision-makers this research company focuses an applied research and development in the key technologies of the 90s. JR aims at being a promoter of customer-oriented applied research and development. The Institute of Energy Research is working on renewable energy sources, with one research group focusing on land use and global climate change (carbon balances of land use, forestry, bioenergy and wood products). The Institute has been carrying out work on carbon budgets of forestry, land use and bioenergy systems for the last 9 years. It contributed to IPCC Special report on Land Use, Land-Use Change and Forestry, to the IPCC Guidelines for National Greenhouse Gas Inventories, and has been leading IEA Bioenergy work on greenhouse gases related to biomass production and use. Over the last three years Joanneum Research has established an extensive record of publications on carbon sinks in the Kyoto Protocol, has organized two workshops and edited a journal special issue on this topic.

Freiburg University, Institute of Silviculture, Germany

The Faculty of Forest and Environmental Sciences was established through the merger of the Forestry Faculty and a number of geographical Institutes in 2002. The Faculty has now 13 Institutes covering all areas of forest and geographical sciences. The Faculty offers undergraduate and graduate (Msc and PhD) degrees in Forestry, Geography and Hydrology. It participates in many European research and education activities such as the SILVA-network, the European Master in Forestry, the European Forest Institute etc. Currently the Faculty has ca 2300 undergraduate students and over 300 PhD students enrolled. Over the last 3 years the Faculty had on average an external income of 11 Mio € per annum.
